Frank E. Scangarella is an attorney with over 25 years of experience with complex financing mechanisms for real estate transactions and large infrastructure projects, and environmental law.  Prior to joining Winne Banta, Frank structured financing programs for the New Jersey Infrastructure Bank (formerly known as the New Jersey Environmental Infrastructure Trust), specifically the New Jersey Water Bank Construction Loan Program, the Statewide Assistance Loan Program (Superstorm Sandy Infrastructure Loans), and the New Jersey Transportation Bank.  Frank has earned a reputation as a leading expert in infrastructure finance in New Jersey, having assisted numerous governmental entities navigate complex financing programs and the related governmental approval and permitting processes.

As an architect of the New Jersey Infrastructure Bank’s financing programs, Frank’s understanding of the intricacies of the complex legal and technical engineering requirements of each program, and his experience working with decision makers at all levels of government, enables Winne Banta’s public finance team to offer clients a unique strategy when addressing their public finance needs.

Frank began his career representing clients in securing municipal real estate development approvals and assessing the feasibility of residential real estate development.  Frank began his public service as Deputy Attorney General in the Division of Law, where he focused on environmental enforcement matters, litigating violations of permitting laws and providing legal counsel to the New Jersey Department of Environmental Protection in solid and hazardous waste licensing applications.  Frank next served as Assistant Counsel to Governor Christine Todd Whitman, in the Governor’s Authority’s Unit, and thereafter as Director of Legal Affairs at the New Jersey Water Supply Authority where he structured numerous partnerships in real estate preservation transactions.  Frank joined the New Jersey Infrastructure Bank in 2006, where he served with distinction as its Assistant Executive Director and Chief Operating Officer for 13 years.

Frank was born in Pompton Plains, New Jersey and currently resides in Ewing, New Jersey.  Frank is an avid outdoors person and enjoys skiing, running, hiking and mountain biking.
