Jason P. Capizzi is a well-recognized government and public finance attorney with nearly 15 years’ experience. Jason primarily focuses his law practice on providing Bond Counsel services to issuers of municipal securities throughout New Jersey (including counties, municipalities, school boards and local authorities), in addition to serving as Guarantor’s Counsel, Borrower’s Counsel, Defeasance Counsel and Underwriter’s Counsel in public finance transactions. Jason also has represented issuers in select matters involving the United States Internal Revenue Service and the United States Securities and Exchange Commission, and served as Defeasance Counsel for the Borough of East Rutherford with respect to the $2B American Dream project financing in 2017.

In addition to Jason’s public finance law practice, he serves as General Counsel and Special Litigation Counsel to a regional sewerage authority.

Jason began his legal career as Assistant Counsel to New Jersey Governors James E. McGreevey and Richard J. Codey. Jason’s public sector experience also includes serving as Deputy Attorney General to the regulator of municipal finance in New Jersey, the Local Finance Board and the Division of Local Government Services in the Department of Community Affairs. Jason’s private sector experience led to the formation of Kraft & Capizzi, LLC in 2014, and his succession to the law practice of John L. Kraft, New Jersey’s first Bond Counsel.

Jason has been published in various publications regarding public finance matters, including the New Jersey Law Journal, Bloomberg’s Municipal Market Brief and The Association of Environmental Authorities of New Jersey’s The Authority View.

Jason was installed as a member of the Fellows of the American Bar Foundation in 2017. The Fellows is an honorary organization of attorneys, judges and legal scholars whose professional, public and private careers demonstrate outstanding dedication to the welfare of their communities and to the highest principles of the legal profession. Established in 1955, the Fellows comprise less than 1% of the lawyers licensed in each jurisdiction and count the following New Jersey lawyers among its national membership: United States Supreme Court Justice Samuel A. Alito, Jr.; New Jersey Governors Christopher J. Christie and Brendan T. Byrne; New Jersey Supreme Court Chief Justice Stuart Rabner and Justice Jaynee LaVecchia; and former United States Secretary of the Department of Homeland Security, Michael Chertoff.

Jason was one of 24 individuals selected by The Bond Buyer in 2016 to receive its inaugural Rising Stars in the Municipal Finance Industry Award. Of the honorees, Jason was one of 5 attorneys nationwide, and the only public finance professional from New Jersey, to be recognized. Jason was selected by the New Jersey Law Journal in 2015 as one of its New Leaders of the Bar; and has been selected by Thomson Reuters annually since 2016 as a New Jersey Super Lawyers Rising Star in Government Finance.

Jason is a member of the Executive Committee, and past Chairman, of the Bond Attorneys’ Winter Workshop; and Co-founder / Treasurer of Americans Calling for Truth NOW (ACT NOW), a nonpartisan federal political action committee in support of municipal bonds, infrastructure and jobs. Jason also is a member of the National Association of Bond Lawyers; the American Bar Association; the New Jersey State Bar Association; The Association of Environmental Authorities of New Jersey; and the Armenian Bar Association.

Jason is an adjunct instructor in the Department of Human Ecology at Rutgers University, and has taught Introduction to Human Ecology since 2012. Jason also designed and taught an introductory public finance class for the Rutgers University Center for Government Studies School of Continuing Studies.

Jason is recognized not only for his commitment to the representation of his clients’ interests and for delivering high quality legal services, but for being involved and engaged in his work, dedicated to doing a superb job, and loving of his chosen profession.

Jason is a lifelong resident of New Jersey – he was born and raised in New Milford and presently resides in West New York. Jason enjoys cycling and hiking, as well as playing tennis, bocce ball and classical piano.
