Biography

Frank E. Scangarella is a recognized government and public finance attorney with over 25 years of experience counseling government entities, practicing environmental law, and structuring water and transportation infrastructure projects. Frank focuses his practice on providing Bond Counsel and General Counsel to local government units throughout New Jersey, and leads the Firm’s COVID-19 Recovery Team assisting small businesses and government units navigate business continuity matters during the Pandemic.

Frank is also an active member of the Association of Environmental Authorities, volunteering his services with regard to various legal and policy matters confronting the water sector. He has written numerous articles regarding state and federal laws enacted during the pandemic and recently published an article providing guidance to water and sewerage authorities in their compliance with New Jersey’s connection fee credit laws.

Prior to joining Winne Banta, Frank served with distinction as the Assistant Executive Director and Chief Operating Officer of the New Jersey Infrastructure Bank (formerly known as the New Jersey Environmental Infrastructure Trust) for 13 years, where he authored numerous financing programs, specifically the New Jersey Water Bank Construction Loan Program, the Statewide Assistance Loan Program (Superstorm Sandy Infrastructure Loans), and the New Jersey Transportation Bank.

Frank has earned a reputation as a leading expert in infrastructure finance in New Jersey, having assisted numerous governmental entities navigate complex financing programs and the related governmental approval and permitting processes. Frank’s understanding of the intricacies of the complex legal and technical engineering requirements of each program, and his experience working with decision makers at all levels of government, enables Winne Banta to provide its public finance clients a unique strategy when addressing their public finance needs.

Frank also provided general counsel to the I-Bank where he oversaw procurements, negotiated contracts, and oversaw bond counsel, financial advisor, and other professional service providers. He managed legal matters relative to ethics, public records requests, and the Local Public Contracts Law. He developed policies and procedures, and conducted investigations of discrimination complaints. He drafted legislation, regulations and legal publications. He also assisted in board matters, preparing agendas, drafting resolutions and minutes and ensured compliance with the Open Public Meetings Act.

Previously, Frank served as the Director of Contracts, Risk Management and Legal Affairs of the New Jersey Water Supply Authority for 7 years, where he provided legal counsel regarding business operations in matters such as establishing rates, insurance, information technology, procurement, contracts, human resources, labor relations, and real estate transactions.

Frank began his legal career as a Deputy Attorney General in the Environmental Enforcement Section of the Division of Law, where he litigated violations of state environmental laws and provided legal counsel to the New Jersey Department of Environmental Protection in solid and hazardous waste licensing applications. Frank next served as Assistant Counsel to Governor Christine Todd Whitman in the Governor’s Authority’s Unit, and thereafter.

Frank is a member of the New State Bar Association. He was born in Pompton Plains, NJ and currently resides in Ewing, NJ. Frank is an avid outdoors person and enjoys skiing, running, hiking and mountain biking.
